The Former President's Woke Warning Misses The Continent's True Danger: Technological Stagnation.

The recent US national security strategy offers a misguided view of the European Union. It claims that unrestrained immigration and what it terms "woke" policies represent an grave risk to European civilization. Yet, this perspective rests on a serious misinterpretation of the situation. The actual danger facing Europe is not cultural but technological and economic lag.

A Glaring Growth Divide Between the US and Europe

The data reveal a stark picture. From 2008 and 2023, American economic output grew by 87%, compared to a paltry 13.5% growth for the European Union. Over this time, European income per person dropped from 76.5% to just half of the US level. Strikingly, even the poorest US state now has a greater average income than several leading European economies like Italy and France.

Today, roughly half of the world’s top fifty technology firms are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

This widening disparity stems from stronger efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of world technology dominance is overwhelmingly US-centric. Over the past fifty years, 241 US firms have grown into companies valued at over $10bn, versus only fourteen in Europe.

This disparity prompts a vital question: In the race for future industries like semiconductors, AI, and quantum computing, where does the EU positioned? Experts widely agree it is largely a two-horse race between the US and China, with Europe entering at a clear handicap.

Root Causes of Europe's Innovation Gap

Several key reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile system for financing new ventures. The EU has yet to establish a genuine capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a product under one set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is split among twenty-seven different national systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

In spite of these hurdles, there are causes for hope. Policymakers are growing more conscious of the existential challenge and have started to advance substantial change. Key analyses on EU competitiveness and the internal market point to the necessity of sweeping reforms.

With the right incentives and regulatory reforms, these assets could support much higher degrees of business-led breakthroughs.

Europe still possesses significant strengths: skilled human capital, excellent education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these foundations have the potential to unleash a surge of venture creation.

Crucially, even if Europe does not become the leader in developing next-generation tech, it can still significantly increase productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been steady. But, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
